This is a full time, overtime exempt position. -- -The starting salary is currently up to $111,038 depending upon qualifications. -- -Full salary range for this position is up to $135,984. -- -In addition, the Town offers a comprehensive benefits package to supplement the salary.Engineering DivisionNormal, Illinois is a vibrant, progressive city of approximately 54,000 residents, prominently located in Central Illinois. The Town Engineer works on a wide variety of municipal engineering projects and has considerable independence in decision-making. Projects provide day-to-day variety and incorporate facets of design, construction, inspection, development review, and permitting. This position is responsible for directing the Engineering Division of the Public Works & Engineering Department, supervising both professional and technical staff members. The Town Engineer reports to and collaborates with the Public Works and Engineering Director. EXAMPLE OF DUTIES
Performs all supervisory responsibilities as leader of the Engineering Division, including interviewing and recommending candidates for employment, conducting performance evaluations, addressing employment matters and developing a professional, effective Engineering staff.Plans for the short- and long-term objectives and prepares and administers the Engineering Division department budget in collaboration with .Reviews and approves all plans, specifications, cost estimates, and contract awards related to public improvement projects.Performs special studies and reports on a variety of subjects and activities as basis for recommendations to Town Council and City Manager.Reviews and approves all subdivision and development design and construction plans.Supervises the design of municipal engineering projects, reviews and verifies computations and project engineering details, and approves project completions and payments to contractors.Develops and implements strategies and plans for managing and maintaining Town infrastructure assets with an eye for both stewardship of public funds and long-term safety and viability.Conducts negotiations for the purchase of right-of-way and prepares the necessary documents for the clearance and implementation of projects.Prepares reports and supplies the data for State authorization and expenditure approval of Motor Fuel Tax funds and any other state or Federal grant programs.General administration, enforcement and providing information to the public concerning the Special Flood Hazard Area regulations, permit procedures and base flood and floodway data.Performs other duties as assigned.-- - MINIMUM QUALIFICATIONS
Thorough knowledge of civil engineering principles and practices.Knowledge and understanding of the principles and practices of land surveying and mapping.Considerable knowledge in the administration of Motor Fuel Tax funds and other government funding programs.Thorough knowledge of traffic engineering principles and practices.Ability to schedule, assign, control, and evaluate work of professional and technical engineering personnel. -- -Ability to establish and maintain effective working relationships with Town officials, employees, other governmental entities, and the general public.Excellent interpersonal skills, team leadership skills, and customer-service philosophy.Excellent written and verbal communications skills.Proficiency in the use of computers and office software.Registration as a Professional Engineer in the State of Illinois or the ability to obtain same within six months of employment. SUPPLEMENTAL INFORMATION
Bachelor's degree from an accredited college or university in civil engineering. -- -Eight to ten years of directly related professional experience in Municipal Engineering with some time in a supervisory position is desirable, or any other related experience and training which provides the required knowledge, skills, and abilities.
