Vice President of Finance and Administrative Services
The Vice President of Finance and Administrative Services is a key member of the executive leadership team for The Baby Fold, overseeing all financial and budgetary matters for the agency. The Vice President leads multiple internal teams charged with the management of facilities, information technology, and business planning. With the assistance of an investment advisor and a farmland manager, the Vice President manages $30 million in assets and a $20-million-dollar annual budget. Serving as a strategic partner to the CEO, the Leadership Team, and the Board of Directors, the VP analyzes data, providing information, guidance, and direction about the business functions of the agency. The Vice President works collaboratively to enhance the quality of The Baby Fold's program operations, build additional capacity to serve the public, and support the agency's mission. The Baby Fold is Mclean County's 22nd largest employer with 260 staff and a 28 county service radius. In operation since 1902, the Baby Fold's mission is to build better futures for the community's children. The current Vice President is a knowledgeable, dedicated professional who has agreed to stay to support, train, and assist the new Vice President as they get acclimated to their new role.

Financial Management and Oversight: Working with the Controller, manages and oversees all financial and business planning activities, including: Directing and administering agency financial planning Using agency data for financial analysis of programs Maintaining proper internal controls and using generally accepted accounting principles. Reviewing and analyzing financial and payroll system reports Leading and supporting organizational budgeting process Ensures agency needs are prioritized and translated into a financial plan. Monitors external events and developments to ensure that budget preparation incorporates the most current information. Works with program leaders in projecting revenue and expenses. Completes annual capital expense plan. Monitors cash flow and provides periodic projections. Prepares and maintains long-term financial modeling/forecasts of all the agency's fundsrograms. Provides overall financial oversight and monitoring of agency investments in cooperation with The Baby Fold's investment counsel and farm asset manager. Ensures that all relevant financial data is presented to the CEO and Leadership Team and the Board of Directors.

Facilities Management: Oversees management of all owned and leased agency property. Sets priorities, goals and monitors safety of employees, students, and clients. Develops annual facilities improvement plan. Stays current and provides oversight for local, state, and federal regulations ( ex: OSHA, Asbestos, fire and life safety) Assures quality and timely completion of preventative and as needed maintenance tasks. Ensures the agency has appropriate owned and leased space to fulfill its strategic plan and mission. Works collaboratively with leased property landlords negotiating lease terms and building safety needs.

Information Technology: Sets vision, goals, and performance standards for the agency's Information Technology team and ensures hardware, software, communication, data management, and network systems are meeting the current/future needs of The Baby Fold. Works with the Information Systems Manager, to ensure the ongoing maintenance and updating of information systems and infrastructure including maintaining the disaster recovery plan. Maintain knowledge on emerging trends and cyber security and makes appropriate decisions for various technology needs.

Business Operations: Oversees the management of all leases, contracts, and other financial commitments. Organizes and leads agency-wide risk management efforts. Negotiates and manages organizational insurance, including property and liability insurance. Collaborates with Human Resources in analyzing employee benefits and ensuring the payroll system operations are aligned with federal wage and labor laws. Works collaboratively with departments making suggestions for increasing work efficiencies. Serves as a core member of the 403(b)-retirement committee.

Legal Responsibilities: Serves as liaison with legal counsel for corporate legal matters. Ensures that all organization activities and operations are carried out in compliance with local, state, and federal regulations and laws and accreditation standards governing agency operations.

Personnel Management: Directs the employment, supervision, and evaluation of employees within the department. Responsible for assigned staff, including employment, training, supervision, support, and performance feedback, including timely completion performance evaluations. Ensures appropriate training and support for department employees to ensure that The Baby Fold's quality standards are met. Professional Leadership: Models the agency's core values of respect, integrity, teamwork, excellence, stewardship and diversity in all activities and interactions. Provides strategic input and leadership on decision-making issues affecting the organization. Represents The Baby Fold in business contacts with professionals and the public outside the agency. Serves in a leadership role for the agency through the Leadership Team structure. Exercises professional leadership by keeping abreast of current broad trends and developments in field of responsibility. Provides training to supervisors and employees on topics related to field of knowledge, as needed.

Board Responsibilities: Participates in meetings of the Board of Directors and Board committees as assigned. Participates in development, review, and evaluation of The Baby Fold's strategic plan. Advises the Board and the board committees on matters relating to field of responsibility. Prepares periodic reports and annual reports for the Board. Quality Improvement: Leads quality improvement efforts within departmental areas. Practices continuous improvements in daily operations.

MINIMUM QUALIFICATIONS: Bachelor's degree in finance or accounting plus a master's degree in a business related field is required. Certified Public Accountant (CPA) designation is desirable; Five years of relevant and progressively responsible administrative experience, including knowledge/supervision of information technology functions. A demonstrated and consistent history of planning, developing, implementing and improving operations and people to meaningfully, measurably and positively impact organizational results. Demonstrated competence in the management of organizational finances and operations. Demonstrated leadership and management skills. Excellent oral, written and interpersonal communication skills, including strong influencing skills gained through experience and personal learning. Excellent organizational, time management, prioritizing, and analytical and strategic decision making and problem solving skills and the demonstrated ability to perform high quality work effectively. Demonstrated competence in the use of database and accounting computer application systems. Must pass drug screen and necessary background checks. Demonstrated competence in serving a culturally diverse population. Demonstrated ability to work collaboratively with a diverse workforce. Ability and willingness to travel for job responsibilities, including a valid driver's license and use of a personal vehicle with adequate insurance.
