The Vice President of Human Resources provides the strategic and day-to-day leadership, direction, technical expertise and personal effort necessary to ensure that all human resources functions effectively contribute to the development, maintenance and growth of a highly qualified, engaged, and successful workforce. Demonstrates an ability to apply trauma-informed principles and integrates them into daily practice. Communicates effectively and promotes collaborative problem solving by demonstrating care and respect in considering the diverse experiences and perspectives of others. ESSENTIAL FUNCTIONS: Organizational Responsibilities Leads and directs the design of a wide range of people systems, related programs, procedures and activities to further develop a healthy, supportive and productive work environment which consistently delivers desired organization results. Compiles, analyzes, and reports data related to employee retention, satisfaction, performance, growth needs and related issues. Develops, recommends, and implements practical and effective action plans designed to eliminate deficiencies noted and take full advantage of opportunities. Oversees utilization of our Human Resource Information System (HRIS). Primarily responsible for periodic personnel audits, as well as compliance reporting associated with accreditations, state contracts, and funders. Serves as a resource for the Chair the Employee Relations Committee and is there to support the committee in developing and implementing employee appreciation and recognition events. Employment Leads and directs the recruitment, on-boarding, and employment of new staff. Ensures that personnel records comply with all relevant labor laws. Provides direction for the maintenance of personnel records to ensure accuracy and up-to-date information is maintained. Conducts in-person exit interviews, as needed. Orientation and Training Leads and directs training needs assessment and ongoing training and development activities. Develops and directs new employee overview orientation to The Baby Fold; is involved as needed to assist with the development of job specific orientation and re-orientation programs for all positions. Ensures that required agency-wide training is conducted. Provides effective one-on-one coaching to employees and managers in numerous and varied circumstances. Performance Management Develops and administers The Baby Folds performance management system. Ensures that there are current, accurate job descriptions and that evaluations are conducted on time for all positions. Provides training, coaching, tools, techniques, and guidance to supervisors and members of Leadership Team to assist with human resources issues and build even greater people management capabilities throughout The Baby Fold, such as the employment process, employee relations, coaching, and performance management. Compensation and Benefits Administration Develops and administers The Baby Folds compensation and benefit programs in compliance with relevant labor laws. Conducts periodic reviews of compensation and benefit packages and recommends changes that will enhance The Baby Folds ability to attract and retain quality employees. Personnel Policies and Procedures Develops and revises personnel policies and procedures that will support fulfillment of The Baby Folds mission and help nurture a positive work environment. Ensures that The Baby Folds personnel policies and procedures comply with all relevant labor laws and regulatory standards including FMLA, ADA, as well as OSHA compliance for health and safety. Recommends personnel policies and procedures to Leadership Team and the Business Committee of the Board. Ensures that current personnel policies and procedures are available to The Baby Folds employees. Personnel Management Directs the employment, performance, development, communication with, evaluation and reward of employees within the HR department. Responsible for assigned staff, including employment, training, supervision, support, and performance feedback, including timely completion of performance evaluations. Ensures appropriate training, challenge and support for department employees to generate quality, productive and growth outcomes that exceed The Baby Folds standards. Leads and directs the service and continuous improvement processes within the department to ensure ongoing improvement of internal and external customer satisfaction, reduction of waste, and increased efficiency. Board Responsibilities Participates in meetings of the Board and the Business Committee of the Board. Participates in development, review, and evaluation of The Baby Folds strategic plan. Advises the Board and the Business Committee on human resource matters. Prepares periodic reports and annual reports for the agency and Board as needed. Professional Leadership Models the agencys core values of respect, integrity, teamwork, excellence, and stewardship in all activities and interactions. Assumes a leadership role for the agency through the Leadership Team structure. Provides strategic input and leadership on decision-making issues affecting the organization. Enhances professional competence and leadership development through understanding of recent trends in human resources, business, supervision, training, and other relevant areas. Exercises professional leadership by keeping abreast of current trends and developments. Represents The Baby Fold in business contacts with professionals and the public outside the agency. Provides training, tools, techniques, and guidance to supervisors and members of Leadership Team to assist with human resources issues, such as the employment process, employee relations, coaching, and performance management. Fiscal Management Assists in the creation of the agency budget. Prepares, develops and is responsible for managing the Human Resources Department budget. Legal Responsibilities Ensures compliance with The Baby Folds policies, procedures, and rules, all contractual obligations, and all relevant laws. Interprets agency policy and labor laws regarding disciplinary action. Consults with employment attorney as needed. Quality Improvement Leads quality improvement efforts within the Human Resources department. Provides leadership for agency quality improvement efforts through facilitation, sponsorship, and participation in quality improvement activities. Student Internships and Volunteer Activities Provides colleges and universities with a primary contact for internship, graduate assistantships, and related ongoing relationships. MINIMUM QUALIFICATIONS: Bachelors degree with a minimum of 7 years of experience in human resources, business management, or a related field required; Masters degree and/or Human Resources certification (SPHRHRM-SCP) preferred. At least 5 years of management experience in human resources required; with strategic, talent management, and business development experience highly preferred. A demonstrated and consistent history of planning, developing, implementing and improving programs and people to meaningfully, measurably and positively impact organizational results. Excellent organizational, time management, prioritizing, analytical, strategic decision making and problem solving skills, along with a demonstrated ability to perform high quality work effectively. Strong influencing skills gained through experience and personal learning. Ability to work cooperatively with other agency staff to achieve goals. Demonstrated competence in serving a culturally diverse population. Demonstrated ability to work collaboratively with a diverse workforce. Excellent oral, written and interpersonal communication skills. Previous training or public speaking experience preferred. Ability to maintain the highest level of confidentiality and personal integrity. Demonstrated skills in the use of Microsoft Office software programs and maintenance of records and statistics. Previous Human Resource Information System (HRIS) experience preferred. Must pass drug screen and necessary background checks. Ability and willingness to travel for job responsibilities, including a valid drivers.
