The starting salary for this position is between $47,100 and $55,410 depending on qualifications; full salary range is up to $74,906. The Department of Cultural Arts was created in 2016 to provide cultural experiences and learning opportunities in Uptown Normal. This mission continues to develop as new community partnerships and programming opportunities develop throughout the Town. The Cultural Arts team seeks applicants with enthusiasm and passion for public service to join the department. The Civic Arts Specialist is a professional Cultural Arts role requiring considerable independent judgment and accountability to supervise public events and venues. An employee in this position is responsible for coordinating many live performances for the Connie Link Amphitheatre, the Normal Theater, and Uptown festivals and events. This includes planning, budgeting, organizing, and supervising a multi-disciplinary live performance schedule and other activities, as well as managing part-time staff and participants. As situations warrant, this position will also be required to assist in other departmental Special Events. The Civic Arts Specialist is under the supervision of the Civic Arts Manager.

EXAMPLE OF DUTIES
Books and promotes live performances at the Connie Link Amphitheater, Normal Theater, and Uptown Events, including preparation and execution of all contracts and artist payments. Acts as primary contact for performers from initial booking through performance date and follow-up. Assists the Civic Arts Manager to hire, train, supervise and evaluate part-time personnel necessary to conduct the Cultural Arts programming in their area of responsibility, including production and parking support.Act as primary point of contact for all matters pertaining to Connie Link Amphitheater (including rental inquiries and event execution), working with the Town's Facilities and Parks & Recreation Departments to address any maintenance and upkeep issues.Works with the Civic Arts Manager to identify community performance groups and arts organizations to partner with, showcasing local talent and increasing performance opportunities. This includes programming concerts and cultural activities for other events including but not limited to the Town's summer festivals in public venues such as Uptown Circle and Normal Theater. Also works with Civic Arts Manager on facilitating the High School Summer Theater Program.Plans and prepares initial budget for programs within the scope of this position's responsibilities; and assists in the planning and budgeting of the department budget.Works with the Communications Department to develop promotional and marketing plans for all standalone live events and contributes to the promotional efforts for all festivals and large events.Develops and maintains a close working relationship with local school districts, Illinois State University, City of Bloomington, Town staff, community organizations, and others.Evaluates current programs/facilities, develops new programs, and makes recommendations regarding facilities.Maintains and requisitions equipment and supplies necessary to implement supervised public programs and concessions.Manages concession stand for Connie Link Amphitheatre events, concerts and outdoor movies. Works with Theater Manager on inventory, merchandise, and concessions ordering.Develops and maintains positive public relations image which might require speaking engagements or other public relations activities.Performs other duties as assigned.

MINIMUM QUALIFICATIONS
Considerable knowledge of the principles and practices of providing diverse and accessible cultural arts performances and programs.Working knowledge of cultural arts, youth programming, and unique themed programming.Skill in planning, implementing, supervising and evaluating public programs.Ability to select, train and supervise staff.Ability to deal positively and effectively with the general public and other staff and individual agencies or persons.Ability to plan, prepare and administer events and program budgets.Strong customer service and teamwork orientation.Strong written and oral communication skills with the ability to make presentations or conduct training before groups large and small.Must possess a functional knowledge of personal computers and Microsoft Office Suite as well as social media platforms.Must have and retain a valid Illinois driver's license.Must possess a willingness to work varying hours, including evening, weekend, and night and morning hours.Working knowledge of current trends in music and public arts programming.

SUPPLEMENTAL INFORMATION
Bachelor's Degree related to the field of Event Management/ Theatre Business/ Theatre Studies and/or considerable working experience in cultural arts, public relations and youth programming; any other training and experience that provides the same knowledge, skills and abilities.
